It eases interactions with international pharmaceutical companies, ensures price confidentiality, and expedites product launches. However, Omar notes that companies are turning to these alternative methods due to challenges with Turkey's traditional reimbursement model, including high discounting rates. This shift is driving companies to develop more innovative contracting proposals for this alternative route.
England: New Free of Charge (FoC) medicine guidelines
In recent months, England introduced guidelines for free-of-charge medicine schemes to ensure consistency across integrated care systems. These guidelines aim to prevent distorted geographical prescribing patterns. Omar, with extensive experience in the UK, recalls some companies offering free medicines until NICE evaluations were completed, leading to tensions between clinicians and payers over potential future liabilities. The new guidelines aim to prevent localised free-of-charge offers, but keeps the door open for manufacturers to offer national national schemes.
Spain: Is this the end for IPT plans?
Spain's plans to consolidate its IPT assessment arrangements faced delays due to legal challenges, reflecting difficulties in changing infrastructure. The intention was to introduce a formal economic analysis combined with clinical appraisals, similar to other established models. However, despite setbacks, there remains a shift towards emphasizing cost-effectiveness data and exploring innovative contracting, like risk-sharing outcome-based agreements, for medicines in Spain.
